Miss Ulian Hhoo of Singapore receives the Meritorious Civilian Service Award from Col. Richard H. Wise for her work with the American Army in China. Since August 1943 she had worked in the office of a sector surgeon as typist for the medical supply section, laboratory technician, and surgical nurse in the base dispensary operating room.
